Navigating the Future: Clean Water Challenges Beyond 2004

Program

 

This year’s Summit will explore a variety of issues of long-term significance to our local waters. During the concurrent break out sessions in the morning, participants will be provided in-depth information about three timely water quality topics, and have the opportunity to join in the dialogue during panel discussions. At lunch, Peter S. Silva, Vice-Chair of the California State Water Resources Control Board, will share his perspectives. Presentation of this year’s Clean Water Champion Awards will immediately follow. Finally, during the afternoon session, we’ll learn about what the region’s stakeholders think should be the most important priorities for our legislators in the upcoming session.

-> Phase II Stormwater Compliance: Becoming Part of the Solution

Phase II stormwater regulations provide a number of new and challenging compliance issues. Participants will learn more about who is affected in Phase II, what’s required, and how regulated parties and others are working together to meet these challenges. The session will conclude with a panel discussion that allows participants to explore topics of interest in more detail.

Participants will learn about the different types of watershed planning currently being pursued in the San Diego region, and the issues they address. Speakers will provide specific information on how stakeholders are moving from the planning stages to active implementation of priority projects. A panel discussion will allow participants to more fully explore topics of interest such as project funding, implementation responsibilities and agreements, and integration with existing regulatory programs.

->  After the Fires: Impacts to Our Watersheds

Firestorm 2003 impacted more than one-quarter million acres of land in the San Diego region. Speakers will share their experiences in managing the environmental and public safety impacts of the wildfires. A panel discussion will allow participants to more fully explore topics of interest and hear more about how we can improve our preparation for, and response to, fires in the future.

Peter S. Silva, Vice-Chair, State Water Resources Control Board
 
Peter S. Silva holds a Bachelor of Science Degree in Civil (Environmental) Engineering and is a Registered Civil Engineer. He has extensive water quality management experience in the San Diego region, and formerly served as the Deputy Director of the Public Water Utility for the City of San Diego's Water Department/Water Operations and the Assistant Deputy Director for the San Diego Clean Water program.

Afternoon Session: Exploring Regional Legislative Priorities
 
Our afternoon session will be devoted to exploring the water quality-related legislative priorities of stakeholders in the San Diego region. Participants will hear about the results of an ongoing facilitated workshop process involving members of the environmental community, municipalities, regulated industry, and others to develop a consensus on legislative changes needed to protect local water quality. Individual participants will also have the opportunity to interact with legislators and their representatives, and to raise their own issues of interest.
